
The Commission, under emergency action, effective November 1, 2006, eliminated the conditional approval process.
For over a decade, NACCAS’ procedure for “provisional approval of changes” granted by the Executive Director of NACCAS, met federal requirements. When NACCAS petitioned for re-recognition by the Secretary of Education in 2005, the Department determined that only the full Commission should be authorized to approve changes. The Commission replaced provisional approvals with a procedure whereby the Executive Director could grant conditional approvals. The change was accepted by the Department’s Accreditation and State Liaison, however, most regional offices of the Department have not accepted conditional approvals as sufficient to proceed with the processing of change applications from institutions accredited by NACCAS. This led to the elimination of the conditional approval process by the Commission.
