Does the Department of Education allow institutions to award semester or quarter hours to students even if the institutions report clock hours to the state board?

Reply from Mrs. Carney McCullough of the U.S. Department of Education:

"The Department of Education does not have any regulations that would prohibit an institution from awarding credit hours in these situations. However, programs such as the ones your describe would be subject to the clock hour/credit hour conversion requirements in the Student Assistance General Provisions regulations in §668.8 (k) and §668.9."
